Federal readiness brief · Alliance One Global & Afras USA · October 2026

You already sell to the primes.
Now restart it.

Your federal record is $933,759 in subcontracts to Fluor and KBR between 2016 and 2021, on Army, Air Force and Navy work. The last reported work was in 2021. This brief maps how to restart it: refresh the past performance, align the certificate with the entity that did the work, and reopen the primes.

01 · Your position

Four assets most distributors do not have

The federal market rewards firms that can prove three things: they are small, they are certified, and they have delivered. You can prove all three. The gap is recency and entity alignment, not capability.

2004

Trading history

Afras has supplied pipe, valves, fittings and MRO goods since 2004, from Houston since 2005, with international offices in the US, Germany and India, and an associate office in Korea.

$933,759

Federal subcontracts

Twelve reported subcontracts to Fluor and KBR, 2016–2021: contingency supply at Agadez and Diego Garcia, including bottled water, lumber, signs, ROWPU and piping items.

WOSB

Federal certification

Alliance One Global holds SBA WOSB certification through March 2029, plus WBENC WBE certification through November 2026.

2

Texas entities

Two active SAM registrations, two CAGE codes, and a product range that covers PVFF, pumps, electrical, HVAC and MRO.

The gap is recency. The last reported subcontract is 13 December 2021. Most evaluations weight the last three to five years, so the record needs refreshing before it can carry a bid. That is a paperwork and relationship task, not a new business.
02 · The eligibility map

Why the WOSB certificate has not produced work

The WOSB program does not cover every industry. SBA publishes a list of eligible NAICS codes, and wholesale trade is not on it. Not one 42xxxx code appears among the 733 eligible industries. Every NAICS Alliance One Global holds is a wholesale code.

What you holdWhat the program requiresResult

Afras USA: 32 NAICS, two eligible (313230, 811310)SBA-certified WOSBNot certified
Forward pipeline, 180 daysWOSB set-asides in your codesZero opportunities

Afras is the exception. Two of its 32 codes, 313230 and 811310, are WOSB-eligible. Afras is not SBA-certified, and neither line matches today's distribution business. 811310 becomes interesting only if you build repair and maintenance services.

This is not a failure of your certification. It is a boundary of the program, and most distributors hit it. The certificate still carries value as a diversity credential with prime contractors, and as a qualifier if you add an eligible industry later. It just cannot be the engine of a federal sales plan in wholesale trade.

Sole source, specifically: under FAR 19.1506, a contracting officer may award a WOSB sole-source contract only when the industry is designated, no two WOSB offers are expected, the price is fair, and the award stays under $5.5 million. Industry designation comes first. In your current codes, the test never gets that far.
03 · Three routes

Where federal revenue can actually come from

Ranked by speed and fit. The first route is the one you have already run. The second builds a federal record slowly. The third changes the classification question entirely.

01

Reactivate the LOGCAP channel

You already supply Fluor and KBR on contingency work. Rebuild the past-performance file, re-engage their supplier-diversity offices, and target LOGCAP V and adjacent buys. The certificate counts as a diversity credit here.

02

Small-business set-asides

As a small business you can compete for SBA set-asides in 423840. The market is $18.4 million a year and concentrated, so wins are small and specific. Worth building after the reactivation.

Slow · 6–12 months
03

Certify Afras against 811310

Afras already holds 811310, commercial and industrial machinery repair, which is WOSB-eligible. Certify Afras and build a field-service line, and the code becomes a bid category. It is a services business, not distribution.

A plan you can hold us to

Four workstreams, in order. Each one produces a document or a decision, so progress is visible.

Weeks 1–2

Records and renewals

Decide which entity bids. Reconcile the Pensacola and Houston addresses, start the WBENC renewal before 30 November, and renew SAM before 31 December.

Weeks 3–4

Past-performance refresh

Pull the Fluor and KBR subcontract records, get references and CPARS where available, and rebuild the capability statement around the LOGCAP work. This is the file that makes the next bid credible.

Weeks 5–8

Prime re-engagement

Match the old contracts to the primes' current vehicles and supplier-diversity contacts. One tailored letter per prime, with the certification and the product line that fits their plan.

Weeks 9–12

First bids and a pipeline

Identify small-business set-asides in 423840 and adjacent codes, bid the ones you can win, and set a review cadence for opportunities that fit.

2026-11-30
WBENC certification expires
Renewal must be underway now. A lapsed WBE credential weakens the prime-subcontracting route.
2026-12-31
Alliance One Global SAM registration expires
An inactive registration removes the firm from eligibility until it is renewed.
05 · Next step

Thirty minutes, no pitch deck

Bring three things: why the subcontracts stopped in 2021, which entity you want to bid under, and what a good 2027 looks like. We will tell you which route fits and what it costs. If none of them fit, we will say so.
